The key for stuff like this is plenty of notice so that people in places other than the bay area can make plans to attend.
Also, I'd love to see things be at least more than one day, again to justify traveling in.

Leaving that aside, I can probably organize MozCamp with a few people. For what you describe, some institution would have to do the work and pay for everything to get going. I expect that MoCo and others will organize events after Firefox 3 is out the door but I'm looking at my proposal as kind of a grassroots thing that people in the community, like us, can do on their own.
